Liang Wentong, a deputy from Guizhou will attend the third session of the 12th NPC to be held on March 5 in Beijing, has two proposals for the congress.

"I have prepared two discussion topics, one is about carrying out fifteen-year compulsory education in rural areas, and the transportation in rural is the other one," said the 39-year-old Liang, who is a villager from Datuan village, in the southwest China's Guizhou province.

Liang, who did not get too much education 10 years ago, left his hometown to learn aquaculture, which makes him know very well how important to get well-educated.

With the knowledge learned from outside, Liang makes his hometown a famous well-off village by guiding villagers developing aquaculture and cultivating.

"The young generation in rural quit from school after graduate from secondary school for working, and juveniles and their parents never ever think about attending senior high or vocational school," said Liang with worries.

In order to figure out the reason that juveniles quit school, investigation was made.

"To support family, the younger, the better" is the traditional mindset that has the most influence on people in rural areas.

Now China has a nine-year compulsory education system covering primary and junior middle schooling.

The schooling after junior middle school is unaffordable for many poor families in rural areas, and leaves them no choice except quitting.

"The implementation of a fifteen-year compulsory education system, which assures their schooling, gives the youth opportunities to get more education which would improve their quality of life," said Liang.
