Bus fare policy needs change

Beijing has kept public transport fares low and stable since 2007. But as government subsidies for public transportation rise, departments have suggested the low-fare policy be adjusted. It is time to make moderate changes to the price of bus tickets, said an article in Beijing News (excerpts below).

Statistics show that subsidies for Beijing public transportation reached 17.5 billion yuan ($2.9 billion) last year from 12.8 billion yuan in 2010.

If the low-fare policy continues without change, it will squeeze spending on other projects and may even restrict improvements to public transportation.

Low prices helped stimulate citizens use buses and ease traffic congestion.

Any adjustments must take into account the public’s ability to pay. It must be affordable and structured, especially for low-income groups.
