It would be next to impossible to have enough officers to enforce a ban on smoking in public places. People who smoke often seek out areas where they know they will not be around people. If it's that bothersome to those who do not smoke, simply walk away.

Starting from June 1, 2014, the second part of Russia's new anti smoking legislation comes into force: a full ban on smoking at bars, restaurants, long-distance trains, dormitories, and hotels. The new law also bans distance selling of cigarettes and cigarette displays. Kiosks are no longer allowed to sell cigarettes.
