Innovation and vitality: Siming district charts course for high-quality growth

The Government Work Report Conference of Siming district, Xiamen was held on Aug 27.
Since the beginning of this year, Siming district has adhered to the principle of seeking progress while maintaining stability and guiding high-quality development, resulting in continuous improvement in economic and social conditions and enhanced public wellbeing.
While promoting the steady development of traditional industries, Siming district has accelerated the cultivation of emerging sectors, with rapid growth in the software information and AI fields. The development of innovation platforms and carriers has been expedited, and a number of enterprises have been selected as national-level innovation case studies.
Siming district has introduced Fujian’s first district-level specialized policy for the AI industry and a policy for AI-characterized office buildings. It also ranked 30th on the 2025 "National Top 100 Innovative Districts" list.
Siming district has continuously improved its policy measures to facilitate the implementation of key projects and attract more high-quality capital and enterprises. It has introduced an annual task list of 81 items aimed at enhancing its business environment and has been responsive to corporate needs, optimized service mechanisms, and achieved steady growth in new market entities, alongside continuous improvement in foreign capital utilization.
In the first half of the year, the district received a total of 32.79 million domestic and international tourists. Various cultural performances, sporting events, and public fitness activities were widely held, creating a dynamic urban atmosphere and attracting 692,900 participants.
