Should bullies be punished?

I saw on CCTV two cases, one involving a small boy being beaten up and burnt with cigarette butts by older kids, another involving some teenage girls beating up a younger girl made to kneel on the floor. They made me fume with anger. The law in China regarding bullying is too lenient, in fact no law as such for "minors". They get away scot-free, other than a police meeting with their parents and an apology to the victim. It's high time these kids are punished by being sent to a reformative training center, if there is one; a stint in there will change their behavior for the better.
